Institute of State and Law of the CAS
JUDr. Ján Matejka, Ph.D. (*1976) is a prominent Czech legal scientist specializing in the intersection of law and emerging technologies, including personal data protection, intellectual property, artificial intelligence, and eGovernment. His research interests also cover academic freedom and the broader role of institutions in research, development, and innovation.
He completed his studies in 2000 at the Faculty of Law, University of West Bohemia in Plzeň, earning his Mgr. degree. In 2001, he obtained the JUDr. degree after defending his rigorous thesis, and in 2006, he defended his doctoral dissertation on "Labour Law Relations in the Information Society."
Since 2000, he has been affiliated with the Institute of State and Law of the Czech Academy of Sciences (CAS), initially as a researcher in the Department of Private Law, focusing on European Union law, civil law, and information technology law.From 2006 to 2015, he headed the Department of Private Law, served as Deputy Director from 2009 to 2015, and as Director of the Institute from 2015 to 2025.
He is a member of the Scientific Council of the Faculty of Law at Charles University and the Scientific Council of the Institute of State and Law at the Slovak Academy of Sciences in Bratislava. He also serves on several doctoral study boards and examination boards for state rigorous exams at law faculties in Prague, Brno, and Olomouc. At the Faculty of Mathematics and Physics of Charles University in Prague, he is the guarantor and lecturer of a course focused on data protection. Since 2002, he has been a member of the Appellate Committee of the Office for Personal Data Protection. From 2009 to 2013, he chaired the Evaluation Panel for Legal Sciences and Political Science of the Czech Science Foundation (GACR) and was a member of the Discipline Committee for Social Sciences and Humanities of the GACR.
He is the author or co-author of more than 30 scholarly monographs and over 80 scientific articles. He has actively participated as the principal investigator or co-investigator in more than 20 basic and applied research grant projects. He completed numerous international research stays, including at Manchester Metropolitan University and the University of Granada.
Ján Matejka is a member of supervisory boards of several institutes of the CAS. Since 2016, he has served as a member and vice-chair of the Council for the Use of Intellectual Property of the CAS, and since 2019, as a member of the Artificial Intelligence Committee at the Ministry of Industry and Trade of the Czech Republic, coordinating the objectives of the National Artificial Intelligence Strategy in the Czech Republic.
In 2009, he was awarded the Otto Wichterle Prize by the Academy Council of the CAS, an award for young researchers under the age of 35.
